Accordingly, traders acting as customs agents must fully meet the following conditions:
(i) Business registration in accordance with the law;
(ii) Having a business line of forwarding, exporting or importing customs declaration services as stated in the business registration certificate;

(iv) Meet the conditions of computer network connection with the customs authorities to carry out electronic customs procedures at the provincial / municipal Customs Departments that have performed electronic customs procedures.
And customs agent staff must:
(i) Be a Vietnamese citizen;
(ii) Having an intermediate or higher degree in economics or law;
(iii) Have a certificate of customs and professional skills
(iv) Must have worked for the customs agent where the customs agent staff card is issued for at least 03 months. When issuing cards to their employees, customs agents shall be held responsible before law for the conditions as customs agents as mentioned above.
Before commencing operations, traders must compile dossiers of notification of eligibility to act as customs agents and send them to the Customs Departments of the provinces or cities where they are headquartered so as to be certified as eligible for customs agency activities.
